I wonder whether sufficient details can be seen to make an ID possible...

I think it is Chrysura sp, maybe refulgens male (postscutellum angular), but do you have an estimation of the size, refulgens is a big species (10-13 mm) and I never viewed some species (sulcata, varicornis, male trimaculata but I think it is too late for trimaculata).

Fairly large indeed. I upload another photo from the plant (Euphorbia serrata) the wasp is on - in left lower corner your can clearly see it. This photo allows better to guess the size, I think 10 - 13 mm is quite possible.
